IB is geared more towards active traders so might not be worth opening an account there unless you trade actively due to the minimum commissions needed to waive the monthly fees. As of now they have at least 805K shares of TSLA available to short at a rate of 2.15%:

I tried to short it once weeks ago and it didn’t go through even at market. Or maybe that was the problem, I have to short at a limit.
