Which time frame are you referring to? Yes, typically when the MACD lines (I prefer to use the signal line/9-ema) is below the zero line on any particular time frame (e.g.- 15-min, 60-min, daily, weekly) the trend is bearish on that particular time frame & bullish when above the zero line. However, it is best to use the posture of the MACD or PPO in conjunction with other technicals that either confirm or refute what the posture of the MACD might be indicating.

Looks to be a similar 3-day bounce to that May 13-16 bounce which also meshes with a lot of those other more recent bounces back in Aug that I compared to this one in the video. Not all counter-trend rallies stalled out after similar gains but quite a few did.
